Government Agencies

Preserving Public Trust, Digitizing Civic History.

Secure and high-fidelity digitization services designed specifically for local, state, and federal government archives. Turn centuries of paper records, maps, and microfilm into searchable, accessible digital assets.

The Core Challenges We Solve

  • Space & Cost Inflation: High costs of maintaining climate-controlled physical storage for decaying paper records.
  • FOIA & Public Request Backlogs: Hours or days wasted manually searching through boxes to fulfill simple public information requests.
  • Risk of Catastrophic Loss: Vulnerability to fire, flood, or natural degradation of one-of-a-kind historical documents.
  • The ADM Solution: A seamless transition to digital archives that slashes retrieval times from days to seconds, frees up physical square footage, and guarantees permanent disaster recovery.

Comprehensive Digitization for Every Government Format

We don't just scan paper...we preserve the specific formats unique to your jurisdiction's records system

Microfilm Conversion

Converting legacy roll film into high-resolution, modern digital formats.

The Challenge: Microfilm reels are compact but fragile; unrolling them manually introduces significant stress that can cause base curl, cracking, or snapping. Additionally, the fine print on microfilm is often unreadable to the naked eye when unrolled, and the chemical degradation (Vinegar Syndrome) makes the film brittle and prone to disintegration over time.

Our Solution: We utilize state-of-the-art Mekel Mach10 Pro scanners for "non-destructive" scanning, where the film is captured at very high quality. Our process includes a pre-scan assessment to check for signs of acid hydrolysis (Vinegar Syndrome). Once scanned, we apply image processing to enhance contrast and legibility, followed by rigorous OCR to make the content searchable by name, date, or case number.

Preservation & Public Access: Converting your collection eliminates the need for physical reels entirely, removing the risk of permanent damage from repeated handling. Your history is immediately preserved in a secure digital format that can be searched and shared globally without risking the loss of the original archive.

Vital Statistics & Land Records:

High-speed, ultra-safe scanning of bound historical ledger books, birth/death certificates, and property deeds.

The Challenge: Vital records (birth, marriage, death certificates) and land deeds are often fragile paper artifacts prone to yellowing and brittleness. Furthermore, they frequently contain dense text in varying fonts, handwritten signatures, or stamps that standard OCR engines miss, making them nearly impossible to search for specific names or dates without hours of manual flipping.

Our Solution: We employ specialized non-destructive scanning techniques to capture the full texture and depth of each document at high resolution (400dpi+). Our indexing team focuses specifically on vital records, manually correcting handwriting recognition errors and ensuring that stamps, seals, and handwritten signatures are clearly legible. We organize these files with custom metadata tags such as Name, Date of Event, Location, and Case Number.

Preservation & Public Access: By digitizing your fragile ledgers and certificates, we prevent further deterioration from humidity or handling. This allows local courts, genealogical societies, and the public to instantly search for historical family histories or property ownership records online, providing transparency and access that physical filing cabinets can no longer provide.

Large-Format Blueprints & Maps:

Precision scanning of architectural plans, zoning maps, and engineering schematics without losing scale or detail.

The Challenge: Engineering drawings, architectural plans, and zoning maps are often massive (exceeding standard flatbed scanners) and feature translucent blue ink on white backgrounds that requires specialized lighting to read. Standard scanners cannot capture these accurately without warping the image or damaging the original by feeding it through rollers.

Our Solution: Our team utilizes high-capacity Overhead Scanning Systems capable of handling items up to 40" x 60". We employ specialized lighting setups that illuminate the translucent blue lines perfectly, ensuring crisp contrast between ink and paper. We perform precise image correction to align scales and ensure no details are lost in the corners or center of large sheets.

Preservation & Public Access: Scanning overhead guarantees that the original blueprints and maps remain unmarred, safe for future reference by engineers or architects, and compliant with archival standards. This creates a permanent digital record of public works and urban planning that can be instantly shared with developers, city planners, or the general public without the need to transport heavy physical materials.

Public Works & Planning

Large-format blueprints, maps, architectural plans, and zoning diagrams scanned overhead to preserve engineering data without damaging originals.

The Challenge: Architectural plans, zoning maps, and civil engineering drawings are often massive (oversized), translucent (blueprint ink), or have varying scales that standard scanners cannot capture accurately without warping the image.

Our Solution: Our team utilizes high-capacity Overhead Scanners capable of handling items up to 40" x 60". We ensure consistent lighting and contrast correction so that faint blue lines on black backgrounds (blueprint ink) become crisp and readable in digital form.

Preservation: By scanning overhead rather than feeding the document through rollers, we guarantee that original maps and plans remain unmarred, safe for future reference, and compliant with archival standards.

Civic Archives:

Historical newspapers, city council minutes, tax records, and voter registration files converted into searchable digital libraries for public use.

The Challenge: Municipal records are diverse: historical newspapers on brittle newsprint, thick bound yearbooks, thin tax ledgers, and voter registration files that must be kept strictly confidential yet accessible.

Our Solution: We employ a "One-Stop" Media Approach. Our facility handles everything from 35mm film negatives to heavy-bound annual reports. We ensure consistent resolution across all media types so that a historical photo looks as clear as a tax form, unifying your entire archive into one searchable system.

Public Access: We format these files for public release, ensuring high-resolution output suitable for printing or digital viewing by citizens researching their town's history.

Audio & Video Conversion

Secure handling and quality digitization of historical audio and video recordings .

The Challenge: Home movies (VHS, Super 8), audio cassettes, and film reels are susceptible to "taping decay," rust, mold, and magnetic degradation. Attempting to play or view these formats in-house risks further damaging the media; playing a rusty tape repeatedly can cause permanent head damage, while viewing faded VHS creates heat that degrades the plastic shell.

Our Solution: We employ professional-grade video decks, and audio restorers equipped with noise-reduction software (EQ and white noise reduction). For video, we digitize to high-def formats (MP4/MOV/H264) with color correction and tracking stabilization to bring out clarity in old footage. For audio, we transcribe or convert to MP3/WAV with enhanced frequency balance. This ensures the sound and image are as clear as possible without risking physical damage to the source media.

Preservation & Public Access: Digitization halts the decay process immediately; once converted to digital files, the tapes can be stored in climate-controlled environments indefinitely without fear of further deterioration. Families and communities gain instant access to their family histories and local events, able to play, edit, or share these memories on any modern device without needing obsolete hardware.

Administrative Files:

In a fast-paced government or corporate environment, administrative files are often the most critical asset—yet also the most difficult to manage. We transform this chaos into order, delivering a fully structured, searchable digital library that allows your team to retrieve vital information in seconds, ensuring you stay ahead of regulatory demands.

The Challenge: HR files, procurement contracts, and financial ledgers are sensitive. They require strict confidentiality, precise indexing by department/fiscal year, and rapid retrieval to meet audit deadlines.

Our Solution: We implement a Custom Metadata/File Naming Structure during the scanning phase. Every document is tagged with your designated specific fields (e.g. Department Code, Fiscal Year, Contract ID) before being processed into searchable PDFs. This ensures your Document Management System (DMS) is ready for immediate integration.

Security: Processing occurs on our secure offline network, ensuring that sensitive financial and personnel data never leaves our controlled environment until it is safely delivered to you in a locked digital format.
